PHYLLIS HORN EPSTEIN, ESQUIRE

Phyllis Horn Epstein is a graduate of Temple University, and received both her J.D. and Master of Laws in Taxation from its School of Law. An active member of the American Bar Association Section on Taxation she has served as Editor of the Section Newsletter, a publication of updated tax information and tax matters which is distributed quarterly to the Section's 25,000 members nationally. Ms. Epstein belongs to the Executive Council of the Individual and Family Tax Committee to the ABA Tax Section. She has authored articles on tax and corporate matters for various legal publications and is a co-author of the CCH Federal Income Tax Service recently included in its tax internet service provided to tax professionals. She has been a member of the faculty of continuing legal education programs on both tax matters and the forensic aspects of asset discovery in matrimonial matters, has appeared to speak at the Smeal College of Business of the Pennsylvania State University, the Annual Statewide Pennsylvania Liaison Working Together Conference attended by IRS Stakeholder Liaison, Compliance, Taxpayer Advocate Service and Campus Communications along with CPAs and tax practitioners, and the National Business Institute. Phyllis created and hosted the Fall 2007 Retreat for women MBA’s, Dickenson Law Students, and the Pennsylvania Bar Association’s Commission on Women in the Profession held at the Pennsylvania State University and the 2009 Mid-Year program for the PBA Commission on Women presenting the results of her survey of more than 500 women lawyers which resulted in the publication of “Where are Senior Women Attorneys”. She has also been a speaker for the Young Lawyers’ Division of the American Bar Association, Amnesty International, the New Hampshire Women’s Bar Association, the 13th Annual Conference of Feminist Law Professors, Temple University’s Beasley School of Law, and the Pennsylvania Bar Minority Bar Committee Conferences.

Ms. Epstein was elected Treasurer of the Pennsylvania Bar Association in May of 2011. In that capacity she Chairs the PBA Investment and Finance Committees. She has served as Co-Chair of the Pennsylvania Bar Association’s Commission on Women in the Profession, Supervising Editor of the Commission’s publication, Voices and Views from 2004 – 2011, is a member of the Commission’s Executive Council, and has been a member of the PBA’s House of Delegates and PBA Nominating Committee. Ms. Epstein is the liaison to the ABA’s Commission on Women for the ABA’s Section on Taxation. Phyllis is a member of the ABA Committees on Court Procedure and Individual and Family Taxation where she is a member of the steering committee. She has been a member of the Publishing Board of the Law Practice Management of the ABA and the Publications Board for the ABA’s Commission on Women serving on the editorial boards of Perspectives Magazine and the Goal III Annual Report. Phyllis is a member of the Steering Committee for “Working Together” an independent organization of tax practitioners, CPAs and IRS representatives for the purpose of promoting better communications and cooperation in the areas of tax practice and litigation. She is a member of the IRS/Practitioner Liaison Committee of Pennsylvania which meets regularly with representative of IRS and accounting agencies. Ms. Epstein is a member of the Louis Brandeis Law Society, which is dedicated to advancing and enriching the personal and professional interests of its members of the Bench and Bar and served on its executive board. She is the Supervising Editor of the newsletter, The Insider, for the Business Law Section of the Philadelphia Bar Association where she is a member of the executive council.

Ms. Epstein is the author of Women-at-Law: Lessons Learned Along the Pathways to Success, published by the American Bar Association Press, a finalist in the ForeWord Magazine’s Book of the year Award. She is a contributing author of chapters on taxation to the recent publication Issues Affecting Gay, Lesbian, Bisexual and Transgendered Clients (Pennsylvania Bar Institute 2009). Ms. Epstein is also a contributor the The Road to Independence published in 2011 by the ABA Commission on Women in the Profession which charts the careers of 101 women attorneys who started their own law firms.

In 2010, Ms. Epstein was named as a Vision 2020 Ambassador to participate in a decade-long national project inspired by the 100th anniversary of the Nineteenth Amendment to the U.S. Constitution granting the right of suffrage to women. The goal of Vision 2020 is to move toward gender equality and to inspire new generations of leadership.

Phyllis Horn Epstein spoke at the 10th Anniversary Working Together conference before an audience of over 200 accountants and attorneys on corporate dissolution in Pennsylvania. The conference was held on May 20, 2010 at Philadelphia University and was co-sponsored by the Internal Revenue Service, PA department of Revenue, PA Institute of Certified Public Accountants, PA Society of Public Accountants, PA Society of Enrolled Agents, Philadelphia and Pennsylvania Bar Association, PA National Association of Tax Professionals and the Philadelphia University Graduate Business Program. Phyllis serves as a member of the Eastern Pennsylvania Working Together Conference Steering Committee, “A Joint Effort of Public & Private Tax Professionals” which “promotes the positive ongoing relationship between the tax practitioner community and two taxing agencies, the Internal Revenue Service and the Pennsylvania Department of Revenue.”

Ms. Epstein's practice is in tax planning, estate planning, tax controversy matters before the IRS and in court, trust and estate management, and family and elder law.
